<p>This is a long term stategy, and is signs of the very early steps to a National System.  Britiain&#8217;s national system is currently floundering under increasing costs, and shifting specs.</p>

<p>There is an inherent problem when dealing from the side of the health care providers.  They are using disperate record solutions, and are focussed on costs.</p>
